Mehlburger Brawley, Inc. is pleased to announce the promotion of Mr. Russell Garrett, P.E. as the Branch Manager at our Little Rock, Arkansas Office.

Mr. Garrett is a Branch Manager and Project Manager with Mehlburger Brawley, Inc. He has a B.S. degree in Civil Engineering and an M.S. degree in Civil/Environmental Engineering from the University of Arkansas at Fayetteville, and he has an M.S. degree in Environmental Science from the University of Oklahoma at Norman. Mr. Garrett is a registered professional civil/environmental engineer in the states of Arkansas, Oklahoma, Louisiana and Florida. He is also a certified LEED Accredited Professional by the Green Building Certification Institute.

Mr. Garrett joined Mehlburger Brawley in January 2012, bringing with him 16 years of experience in full project management, funding assistance, master planning, engineering evaluation and design, regulatory permitting and compliance, cost estimating, construction administration, value engineering, and other client services. He provided these services primarily to municipal clientele in several southeastern states for public works projects including but not limited to: domestic wastewater collection, conveyance and treatment; odor studies and control measures; reclaimed water evaluation and planning; raw water supply and treatment; potable water distribution and storage; concentrate disposal systems; city-wide stormwater management systems; multi-use recreational development; city street and other roadway and traffic control improvements; natural gas distribution; wetlands management; and site remediation. Mr. Garrett has also provided industrial wastewater treatment and effluent disposal, residential and commercial site development, and stormwater management services to private clients in multiple states.


Mehlburger Brawley, Inc. is pleased to announce the promotion of Mr. Chad Pendley, P.E. as the Branch Manager at our Durant, Oklahoma Office.

Chad Pendley, P.E.

Mr. Pendley brings 20 years of transportation, water resource, and construction experience to Mehlburger Brawley. His career began with the Texas Department of Transportation in 1992 performing field surveys and major highway construction inspection before moving on to project design. In 1996, Mr. Pendley began working in the private sector, providing engineering design services completing numerous paving, drainage, water and wastewater projects.

During the past eight years, Mr. Pendley served as branch manager for a civil design firm where he managed the design and construction of over $8 million per year in projects with an office staff of two to six personnel. His experience includes complete project management, design, budgeting, scheduling, bidding, and construction administration.

Mr. Pendley holds Professional Engineering licenses in Oklahoma and Texas.

Mr. Lusk is a registered Engineering Intern. He graduated from the Oklahoma State University in 2001 with a B.S. in Civil Engineering. He has eleven years of experience in the engineering field and served as a Water Quality Industrial Enforcement District Engineer for the Oklahoma Department of Environmental Quality. He has extensive background in industrial and sanitary treatment plant operations, regulatory compliance and has a Hazardous Materials certificate.

Mr. Byrne is a registered Engineering Intern in Oklahoma. He graduated from New Mexico State University with a B.S. in Civil Engineering with an emphasis in hydraulic structures. He joined Mehlburger Brawley in December 2011 and brings with him experience in both structural and hydraulic molding platforms such as RISA and HEC RAS. He has years of experience in the construction industry.

Mr. Compton has a B.S. degree in Civil Engineering from the University of Arkansas in 2007 and a Minor in Business from the Walton College of Business.

Mr. Compton brings to Mehlburger Brawley, Inc. experience in hydrology, storm sewer design, water line design, geometric design of roadways, right-of-way design, commercial site design, pavement and subgrade design, construction planning, estimating, scheduling and funding on public improvement projects. He will bring much needed assistance to the existing and future Mehlburger Brawley, Inc. clients in Arkansas.

Mr. Compton’s knowledge, experience and leadership will contribute much to a group of dedicated professionals committed to designing projects that are on the cutting edge of available technology, economically sound and on our client’s schedule.


Mehlburger Brawley, Inc. is pleased to announce the addition of Steve Powell, P.E. as a Civil Engineer at our Tulsa, Oklahoma Office.

Mr. Powell holds a B.S. degree in Civil Engineering (1975) from Oklahoma State University. Mr. Powell did his graduate studies in Environmental Engineering (1976-1978) at Kansas State University. He holds his Professional Engineer Registration in the states of Oklahoma and Missouri.

Mr. Powell has 35 years of experience in the areas of Civil Engineering, Water and Sewer Design, and Budget Management. He has been responsible for project management including highway design, paving, drainage, water and wastewater facilities and traffic signalization.

Most recently, Mr. Powell was the Branch manager for a civil transportation firm where Mr. Powell managed over $400,000 per year in engineering fee projects averaging over $3-5 Million per year construction cost with 3-7 professional and support staff. Mr. Powell now serves as Project Manager with Mehlburger Brawley, Inc. providing professional engineering services in all areas of transportation, environmental and site development projects.


Mehlburger Brawley, Inc. is pleased to announce the addition of Don Delano, P.E. as a Structural Engineer at our Oklahoma City, Oklahoma Office.

Mr. Delano brings to Mehlburger Brawley, Inc. more than 27 years of experience in both project management and bridge design with the Bridge Division in the Oklahoma Department of Transportation and over 6 years in bridge design with Benham/SAIC, Inc. A majority of his time at Benham/SAIC was spent in the design of the Broadway/I44 interchange in Oklahoma City which included several complex steel ramp bridges. He has recently completed the two week FHWA-NHI Safety Inspection of In-Service Bridges.

During his time in both the public and private sector he has gained valuable experience in the development of transportation construction plans and insuring the compliance of Federal and State regulations.

Mrs. Hopper has a B.S. degree in Civil Engineering from Pontificia Universidad Javeriana in Bogota Colombia, and is currently obtaining her Master’s Degree in Water Resources from Oklahoma State University. Olga is a Registered Professional Engineer in the State of Oklahoma with over six years’ experience. She has design skills and experience using Autodesk Land Desktop, Procogo, HECRAS, and Hydroflow to develop plans for commercial, residential and government projects. These projects included roadway design, alignment and geometry, grading and drainage, utilities, engineering reports and paving. She is skilled at working with clients, including technical and business teams to provide information and solutions to potential and existing issues. She is fluent in both Spanish and English.

Ms. Burke has a B.S. in Biochemistry from the University of Oklahoma and is a registered Engineer Intern. in chemical engineering in the State of Oklahoma. She has over two years of experience in natural gas and pipeline design and dynamics including calculating stresses and flow velocities, reviewing plans and drawings, interacting with clients, and preparing reports and presentations. Her projects currently at Mehlburger Brawley, Inc. include water and wastewater design. She prepares engineering reports, reviews plans and drawings, works closely with several government and state agencies, and is experienced with WaterGems used for performing hydraulic analyses and designing water distribution systems.

Mr. Turley has a B.S. degree in Civil Engineering from the University of Oklahoma. He is a registered Engineer in Intern. in the State of Oklahoma, and brings with him over a year’s experience in structural and wastewater design, including experience in preparing engineering reports, designing foundations and structures, reviewing plans and shop drawings, interacting with clients, and working with such programs as WaterCAD, Microstation, and AutoCAD.

Mehlburger Brawley, Inc. is pleased to announce the addition of Sam Cotter E.I., C.F.M. as a Civil Engineer at our Tulsa, Oklahoma Office.

Mr. Cotter has a B.S. degree in Civil Engineering – Environmental Option and an M.S. degree in Civil Engineering – Environmental Option from Iowa State University. He is an Engineer Intern. with Mehlburger Brawley, and is certified by the State of Oklahoma as a Certified Floodplain Manager.

Mr. Cotter has experience with stormwater runoff modeling, river modeling, and water and wastewater treatment plant design. His projects at Mehlburger Brawley Inc. have included HEC-RAS River Modeling for bridge hydraulics, preparation of engineering reports for water treatment and wastewater treatment systems, and field sampling for water quality analysis. Mr. Cotter’s previous experience includes construction inspection and administration, design support for water and wastewater process design, and surveying. He has experience working with clients in Oklahoma, Iowa, and Wisconsin. Mr. Cotter’s previous academic research focused on nitrogen removal from wastewater streams.


Mehlburger Brawley, Inc. is pleased to announce the addition of Mark Scheurer, E.I., C.F.M. as a Civil Engineer at our Tulsa, Oklahoma Office.

Mr. Scheurer graduated with a B.S. degree in Civil Engineering from Texas Tech University in 2008. He is currently attending Oklahoma State University for a M.S. degree in Civil Engineering. Mr. Scheurer has completed 6 graduate courses focusing on water resources, environmental engineering, and project management. He is certified by the State of Oklahoma as a Flood Plain Manager.

Mr. Scheurer’s focus in the consulting engineering field includes hydrologic and hydraulic analysis, municipal infrastructure design, and private site development. Previous hydraulic and hydrologic project experience includes HEC-HMS and HEC-RAS modeling, channel design, attaining FEMA approval of CLOMR/LOMR’s, and detention pond design. His experience with municipal infrastructure projects is primarily for the City of Tulsa. He was the project engineer for the City of Tulsa for the 41st Street Rehabilitation between Riverside Drive and Utica Avenue, Lower Joe Creek Sanitary Sewer Rehabilitation Phase I and II, and Riverside Drive Rehabilitation between 56th and 61st Streets. Mr. Scheurer is also familiar with site design in the Greater Tulsa metropolitan area. His primary area of expertise for site development is stormwater analysis and detention design. Mr. Scheurer has experience preparing engineering studies and reports, specifications, bidding documents, and cost estimates for projects over a wide range of civil engineering applications.
